NYPD school safety agent at Benjamin Franklin High School in Cambria Heights apprehended for allegedly groping 16-year-old girl: NYPD

On Wednesday, November 19, police from Queens Village’s 105th Precinct arrested an on-duty NYPD school safety agent assigned to Cambria Heights’ Benjamin Franklin High School for Finance and Technology.

Phillip Borden, 55, was charged with third-degree sexual abuse, forceful touching, official misconduct, and endangering the welfare of a minor.

According to the criminal complaint, Borden was on duty and dressed in uniform inside the school at 207-01 116th Ave. just before 3:30 p.m. when he was asked to pose for a photograph with a 16-year-old high school student. The girl informed a detective from the NYPD’s Internal Affairs Division that Borden put his hand on her upper back and moved it down toward her rear end. Borden then grabbed her buttocks purposefully and rudely, without her consent. Internal Affairs’ probe is still ongoing.

Judge Sharifa Nasser-Cuellar of the Queens Criminal Court heard Borden’s case. The Queens District Attorney requested a bond of $5,000. Judge Nasser-Cuellar released him on his own recognizance and ordered Borden to appear in court on January 21, 2026.
