Local Woman Sentenced To Prison And Ordered To Pay $110,000 After Burning Her Home In Insurance Scheme

A local woman has been sentenced to prison and ordered to pay $110,000 for burning down her home as part of an insurance collecting scheme.

Emmajean Mowery, 65, from Armstrong County, has been sentenced to up to three years in prison for arson and insurance fraud. Prosecutors allege that Mowery intentionally set fire to her Rayburn Township rental home in 2023.

“This greedy, self-serving plot was an attempt to defraud an insurance company while putting emergency responders, neighbors and other occupants of the home at grave risk,” said Pennsylvania Attorney General Sunday. “I commend our Insurance Fraud Section for successfully prosecuting this defendant’s latest criminal scheme to avoid accountability for her prior crimes. Fraudulent insurance claims impact law-abiding citizens by causing insurance companies to raise rates.”

Investigators discovered that Mowery committed the offenses in order to earn compensation to assist in paying off a previous court-ordered restitution sum for burning down a previous home.

Mowery still owed roughly $57,000 in reparations from her previous conviction when the fire broke out in 2023.

Mowery had upped her insurance coverage weeks before the fire and did not disclose a previous insurance fraud conviction on her application.

The investigation was launched because the insurance company thought that the fire was purposefully lit.
