Ice Cream Shop Owner Accused of Secretly Recording Teenage Girls in Bathroom, New Lawsuit Claims

A 58-year-old Illinois ice cream shop owner is facing new legal trouble after being accused of secretly recording 11 teenage girls in the bathroom of his store.

According to the DuPage County State’s Attorney’s Office, Steve Weisberg, owner of Flavor Frenzy in Addison, was charged in August with child pornography and unauthorized video recording.

A civil lawsuit filed by Romanucci & Blandin, LLC now alleges that Weisberg forced young female employees—some as young as 14 years old—to change clothes for marketing photos while secretly filming them through a hidden camera disguised as an electrical outlet in the restroom.

The lawsuit states the girls were “disgusted and deeply harmed” by the exploitation they suffered while working for Weisberg between 2021 and 2025.

“We will do everything we can to get accountability from this individual, who was a predator to these girls,” said attorney Antonio M. Romanucci, the firm’s founding partner.

Investigators said Weisberg required the minors to model Flavor Frenzy-branded clothing and undergarments for supposed promotional shoots. He allegedly made inappropriate comments about their bodies, touched them without consent, and even asked them to take online ‘purity tests.’

Attorneys also claim Weisberg withheld or underpaid wages to maintain control over his employees and offered alcohol and marijuana gummies to underage workers. In one instance, he allegedly criticized a girl for wearing pants that weren’t tight enough, calling it a violation of dress code.

Authorities arrested Weisberg earlier this year after the Addison Police Department received an anonymous complaint. An undercover officer later discovered the hidden camera positioned to record bathroom users.

A search of Weisberg’s phone revealed videos showing multiple female employees, including a 16-year-old girl, in varying stages of undress while trying on Flavor Frenzy T-shirts.

Four additional girls have since come forward, claiming Weisberg told them to remove their bras during photo shoots to avoid visible outlines in pictures.

“What should have been a wholesome high school job scooping ice cream turned into manipulation, exploitation, shame, and disbelief,” Romanucci said.

Weisberg remains under investigation, with prosecutors pursuing both criminal and civil actions against him.
