Florida Man Arrested on Halloween for Disturbing Animal Cruelty and Sexual Contact Charges

A Florida man has been arrested on multiple felony counts, including sexual contact with animals, following a disturbing investigation that began with an online tip.

Frank Louis Mitchell, 41, of St. Cloud, was taken into custody without incident at his home on Jersey Ave. by detectives from the St. Cloud Police Department’s Criminal Investigations Division, in partnership with the Osceola County Sheriff’s Office Internet Crimes Against Children (ICAC) Task Force.

Investigation Sparked by CyberTip

The investigation began on September 12, when authorities received a CyberTip regarding the upload of illegal content to a social media platform. Detectives conducted a digital review and executed multiple search warrants, identifying Mitchell as the suspect.

During the investigation, officers uncovered extensive evidence of illegal activity, including numerous videos and images of Mitchell allegedly engaging in sexual acts with animals—specifically his own dogs. Investigators also found proof of unlawful online communications and possession of obscene materials.

Charges Against Mitchell

Mitchell faces 11 charges in total, including:

  • 1 count of Animal Cruelty / Sexual Contact with an Animal

  • 9 counts of Animal Cruelty / Possession of Images or Videos Depicting Sexual Acts with an Animal

  • 1 count of Unlawful Use of a Two-Way Communication Device

He was booked into the Osceola County Jail and is being held on a $17,000 bond.

Authorities confirmed that the two dogs owned by Mitchell were safely removed and are now under the care of Osceola County Animal Services.

Police Condemn the Acts

St. Cloud Police Chief Douglas Goerke called the allegations “truly disturbing,” emphasizing the department’s commitment to protecting both people and animals.

“Our department is committed to protecting all members of our community, including vulnerable populations and animals, and holding offenders accountable to the fullest extent of the law,” Goerke said.
