California Reverses Course, Plans to Reissue Thousands of Immigrant Trucker Licenses

CALIFORNIA — The Newsom administration has confirmed it is preparing to reissue commercial driver’s licenses to roughly 17,000 immigrant truck drivers whose credentials were previously slated for revocation, according to a KQED report.

The California Department of Motor Vehicles will begin the process of reissuing the affected licenses, though specific details on how the process will work have not yet been fully explained.

Drivers received 60-day cancellation notices on Nov. 6 after a review identified mismatched expiration dates between their commercial licenses and federal work authorizations.

Many of the impacted drivers had renewed their work permits, but the updated information was not reflected in DMV records.

U.S. Court of Appeals issues a stay

The cancellation notices followed a federal review conducted by the U.S. Department of Transportation.

Federal officials examined non-domiciled commercial driver’s licenses, which are issued to non-citizens who do not hold permanent U.S. residency.

That investigation identified at least 17,000 California-issued CDLs with expiration dates that did not match the holders’ authorized legal status.

In November 2025, the U.S. Court of Appeals for the D.C. Circuit issued a stay on the interim rule governing non-domiciled CDLs, delaying its implementation.

The ruling allowed states, including California, to continue issuing licenses under existing regulations while still complying with previously established corrective action plans.

Federal transportation officials had earlier warned that California could lose more than $160 million in highway funding if the state failed to address the licensing discrepancies.
