21-year-old El Paso Man Detained For Dumping Construction Debris In Desert Area

A 21-year-old man was detained on Friday after reportedly dumping cement debris from a construction site in a desert area near Horizon City.

According to the El Paso County Sheriff’s Office, Carlos A. Moreno was detained on October 10 after officers responded to a report of illegal dumping in the 200 block of Farnborough Street.

Deputies said they met with a witness who reported seeing a man tossing cement rocks in the desert.

Eventually, deputies discovered a construction site nearby where they claimed to have discovered cement rubble identical to that dumped in the desert.

Following a brief investigation, officers identified Moreno as the person who reportedly dumped 21 cement rocks, totaling 14.85 cubic feet of trash.

According to prison records, Moreno was taken into the El Paso County jail and charged with illegal dumping. His bond was set at $1,500.

Jail records show Moreno was freed from jail on Saturday after paying a surety bond.

Following the announcement of the arrest, El Paso County Sheriff Oscar Ugarte issued a statement saying,

The Sheriff’s Office has no tolerance for illegal dumping. We are dedicated to conserving our environment and maintaining the beauty of our town. Individuals found guilty of contaminating our county will be held accountable.
