Local leaders gathered Friday to celebrate the grand opening of Powell’s Landing, a permanent supportive housing project that provides 69 units for adults experiencing or at risk of homelessness.
The former Sacramento motel was redeveloped by Hope Cooperative and partners into studio apartments with on-site support services, including a first-of-its-kind employment pilot program, behavioral health services, life skills training, and peer support.
Funded in part through Project Homekey, Powell’s Landing is being showcased as a model of public-private collaboration to address housing insecurity.
“At Powell’s Landing, hope truly has an address. Built through the power of vision, collaboration, and partnership, this new community provides safety, stability, and belonging, offering residents the opportunity to build brighter tomorrows while transforming lives and strengthening our community,” said April Ludwig, CEO of Hope Cooperative.
A new beginning for a former motel
The renovated property includes fully furnished studio apartments, updated outdoor areas, and common spaces. Residents also have access to secure entry, a gathering space, laundry facilities, a dog park, community garden, pickleball court, and half basketball court. Supportive services are provided on-site by Hope Cooperative and El Hogar.
The project is designed for adults earning less than 30% of the area’s median income and aims to deliver stability, self-sufficiency, and long-term housing security.
Sacramento City Councilman Eric Guerra reflected on the transformation, noting the former Rodeway Inn “had seen better days.”
“We could either refurbish or redo this motel or we could do something better. And we were able to do something better that gives an opportunity for people to regain control of their lives and addresses the huge problem of mental health,” Guerra said.
Honoring Paul Powell
The project is named after Paul Powell, a longtime Hope Cooperative team member and 40-year Sacramento resident, whose work was instrumental in building housing resources and partnerships.
At the opening, Powell said he was proud of what the project represents:
“We all believed that everyone deserved decent, safe, affordable housing. I’m honored that Powell’s Landing shows what can happen when people work together with compassion and commitment.”
