16 People Detained After Multi-agency Operation In Ohio

A coordinated violent crime reduction initiative in Cleveland on Wednesday, Oct. 15, 2025, resulted in 16 felony arrests, the seizure of 11 unlawfully possessed firearms, and the recovery of three stolen vehicles, according to officials.

Governor Mike DeWine described the operation as “bringing together trained law enforcement officials from across the state to protect the public by removing violent criminals and illegal firearms from our streets.”

This effective operation highlights the strength of our long-standing alliances and our commitment to bringing violent offenders accountable for their acts.”

The effort, announced in 2023 by Gov. DeWine and Cleveland Mayor Justin Bibb, seeks to reduce violent crime in the city. Mayor Bibb stated that these statistics represent a considerable number of preventable violent incidents. Consider these numbers a strong warning to all who endanger the safety of our city: you will be held accountable.”

Notable Arrests and Seizures

  • J’Shon Foster Arrested: Cleveland police and Ohio State Highway Patrol troopers stopped a red Honda Civic in the Corlett neighborhood at 3:56 p.m., linked to 20-year-old J’Shon Foster. Foster faced six outstanding felony charges, including possession of dangerous ordnance, having weapons while under disability, tampering with evidence, obstructing official business, resisting arrest, and falsification. Foster fled the traffic stop, crashed at East 112th Street and Revere Avenue, and attempted to run on foot but was quickly apprehended. Troopers recovered an illegally possessed firearm with an extended magazine from the vehicle. Additional charges are pending.
  • Ohio Investigative Unit: Agents enforcing state alcohol laws made five felony arrests and seized five unlawfully possessed firearms. In one case, officers used a taser to safely arrest an armed suspect who attempted to flee after trespassing at a liquor store in the Kinsman neighborhood.
  • 14-Year-Old Arrested for Vehicle Theft: Shortly before 5 p.m., an OSHP trooper attempted to stop a black Kia Forte reported stolen near East 153rd Street and Glendale Park. The teen fled, crashed into another vehicle on Dove Avenue, and was later taken into custody.
